The Heads of State or Government of the EU Member States and the Commission President meet at least twice a year as the European Council to consider major internal and foreign issues. The European Council meetings are often referred to as Summit Meetings. The European Council does not legislate, but its written conclusions lay down guidelines and provide impetus for the Union.
