MAIN EVENTS: JULY 95

The Spanish Presidency of the COUNCIL OF THE EUROPEAN UNION will start on 1 July '95. Two days later, the Spanish Government and the E.U. COMMISSION will meet in Madrid.

COUNCIL OF THE EUROPEAN UNION: Composed of Ministers of the 15 member countries, the Council acts on Commission proposals and is the final dicision-making body. Participants in the meetings change according to the agenda. Agricultural Ministers, for instance, decide on agricultural matters and Economic and Finance Ministers on economic and monetary affairs. Ministers represent and defend the interest of their countries, while seeking agreements that promote the Union's goals.

COMMISSION: The Commission proposes legislation, implements policy and enforces the Treaties. It has investigative powers, and can take legal action against Member States or companies that violate Treaties or rules. The Commission manages the E.U. budget and represents the Union in trade negotiations. The 20 Commissioners act in the common interest, independently of their national governments.
